Following the signature and success of the commitment charter between the project's founders on 20 June 2023, it became clear that the partnership needed to evolve in order to :

allow the integration of new partners,

regulate the legal and juridical boundaries between the public and private members,

define the mutual rights and obligations of each member,
-
set out the terms and conditions for the provision of the services offered by the partners.
The Centre of Excellence is managed by a dual legal structure: an association, PEM2i Entreprises, created in October 2024 and a consortium agreement, signed on November 17, 2025 and governing all private and public partnerships.
